It is clear. You can see the straps through the shield.

That’s a lieutenant commander’s braid on the sleeve of the Start Trek shirt, not a captain’s, so Shatner might not have worn it. Unless of course it’s so old that the other stripe has fallen off.

The stripe fell off. You can see where it was in the material.
