Namor’s been a loose cannon since before Secret Wars, when Atlantis began an antagonistic relationship with the surface nations. First a war with Wakanda, and now a war with the U.S. And of course, Atlantis had previously invaded New York City in both 1940 and the 1960s (or whatever passes for the early sixties on the current sliding timeline of Marvel continuity).
